our history

Scott County United was established in 1985 to help develop the resources and leadership needed to guide a clear, strategic vision for the community. From the beginning, the focus has been on supporting sustainable, orderly progress that aligns with the needs and capacity of Scott County and the surrounding region.

The organization was built on broad partnership across all sectors of the community—including government, manufacturing, retail, commercial development, housing, and other key sectors of the economy. Its Board of Directors has consistently reflected this cross-sector representation, ensuring informed perspective and balanced decision-making.

That same year, the announcement of the Toyota Motor Manufacturing facility in Georgetown marked a transformative moment for Scott County, bringing new opportunities in employment, transportation, regional and national connectivity. Since then, Scott County United has worked alongside local governments, regional economic development partners across neighboring counties, and state and federal leaders to help coordinate efforts, align priorities, and prepare the community for long-term opportunity.

Today, Scott County United remains focused on strategic planning and informed decision-making—helping ensure Scott County is prepared, resilient, and positioned for lasting success well into the future.

Our Staff

Jack Conner has served as Executive Director of Scott County United since April 1986, providing long-standing leadership focused on economic development, strategic planning, and coordinated action that support long-term sustainability and quality of life in Scott County. His work emphasizes aligning priorities, supporting informed decision-making, and fostering collaboration across sectors to strengthen the county’s economic and community foundations.
